unless something drastic changes in the next five hours, america will be going over the fiscal cliff. we do know that after intense negotiations between senate minority leaders, let me show you the highlights. $600 billion in revenue will be raised over the next decade through a series of raises on taxes for the wealthiest americans. and those rates would also carry over for couples making under 450,000. any income above those two numbers would be taxed at 39.6 pnt. the top tax rate under president clinton. and capital gains taxes above those amounts would be increased to 20%, that is up from 15%. this tax deal would also create a perm naanent fix for the alternative minimum tax and extend unemployment insurance for 2 million americans. the president made it clear what his top priority is in any deal. >> preventing that tax hike has been my top priority. because the last thing folks like the folks up here on the stage can afford right now is to pay an extra $2,000 in taxes next year. middle class families can't afford it. businesses can't afford it. our economy can't afford it. >> jus

now, is there a value to kicking the can down the road in avoiding the fiscal cliff? yes. but if they go over the cliff and then fix it in the next week with another stopgap, is there any real harm? who knows. if that make it is easier for republicans to vote for it, is it a disaster? probably not. but understand we had seven weeks in which we could have a done a big deal which would have gotten the debt under control, would have caused the economy to -- it would have been a catalyst to have this economy take off, and we blew it. we blew it. >> you know, governor dean, to that point here we are essentially looking over the abyss of the fiscal cliff, and i know you have said in the past let's just go over the cliff and start from scratch. do you still think that's the way to go? >> i do. actually, i hope they never come to a deal because this is the best deficit reduction package the democrats are ever going to get. but let's look at what really is going to happen here. i would be more surprised if they came to a deal in the next five days than i was by the roberts vote on

obviously we have technically gone over the fiscal cliff at this point. however, this will be retroactive to, what, an hour and 53 minutes ago on the east coast. so it would be no effect, with one big caveat, of course. next comes the house of representatives and nobody knows how that is going to work out. republican leaders, after this deal was struck this evening, it became apparent that both republicans and democrats were on board in big numbers. put out a statement saying they pledge to look at what the senate did. they reserve the right to amend it, however, or put it directly on the floor. they're not going to do it tonight. this is going to take place tomorrow at the very earliest and no one knows exactly how republicans are going to react in the house of representatives. it is going to be a very interesting day. and at this point we can't say it's a guarantee in any way, shape, or form that the house is going to approve what's being done here. many republicans obviously upset that taxes are going to be very in any shape or form and many democrats
